In order to fully understand what Scripture teaches about the office of pastor, we need to understand three key Greek words.

In the Greek language they are (1) poimen, (2) presbuteros and (3) episkopos. They are consecutively translated (1) shepherd or pastor, (2) elder, and (3) overseer or bishop.

Paul lists the qualifications for elder/overseer in 1 Timothy –7 and Titus –9. Notice that in the 1 Timothy passage, Paul refers to them as overseers (episcopos in the Greek), and in Titus he refers to them.

Teaching (v. 7) is the gift specially related to teaching doctrine [“teaching” - K.J.V.] that is not necessarily intended for practice but is to be believed. Exhortation (v. 8) is the ability to charge or call others to activity.

It is great to have someone other than the Pastor encourage people to practice what they’ve been taught. The offices of pastor and teacher are quite similar. A pastor will be required to be a teacher to his flock much of the time. Many times a teacher who has a stationary ministry will stand in a pastoral position.

The main distinction between the office of pastor and the office of teacher is that a pastor has a shepherd's heart for his local church.
